ECOWEB is awarded Gawad "KALASAG" (Kalamidad at Sakuna LAbanan, SAriling Galing ang Kaligtasan) excellence award for being adjudged as the Best CSO by the Regional Disaster Risk Reduction and Management Council (RDRRMC) of Region X. On behalf of ECOWEB, Executive Director Regina Salvador-Antequisa with Program Coordinator Haylin Lim III and Board of Trustee Elsa Maquiling did receive the award bestowed by Dir. Ana C. Caneda, Chairperson, RDRRMC-X together with other members of the council. The Gawad Kalasag awarding ceremony was done during the 2014 National Disaster Consciousness Month (NDCM) Culmination held on July 31, 2014 at the VIP Hotel, Cagayan de Oro City.
The Gawad KALASAG award is a recognition by the RDRRMC-10 of the ECOWEB’s great contribution in the successful implementation of DRRM programs in Region 10.
ECOWEB’s DRR program covers Regions 9 and 10 and is now expanding to Region 8 in the Visayas region in response to the impact of Typhoon Yolanda (with international name Haiyan). Aiming to provide effective support for local capacity enhancement on disaster risk reduction and climate change adaptation, ECOWEB partners with communities vulnerable to both natural and human-made calamities and provides support for the installation of a community-based DRR program and Early Warning and Early Response system that is integrated into the barangay and municipal/city governments’ DRR program and EWER system.
Being an advocate of a responsible and accountable governance, ECOWEB facilitates participatory mainstreaming of DRR-CCA in the local development and land use planning. With support from CAFOD and in partnership with Josefina Parish Integrated Program and SAC-Pagadian, ECOWEB was able to start its DRR program in 2009 and piloted its program in Josefina, Zamboanga del Sur (region 9) where DRR programming and mainstreaming of DRR-CCA in development and land use planning had been done in all 14 barangays and at the municipal level.
By conducting training of facilitators from the local government unit (LGU) of Kolambugan, Lanao del Norte (region 10), disaster risk assessment and DRR programming was also done in most of the 22 barangays of the municipality where an EWER system for a conflict displacement scenario was also done in 3 pilot barangays with some support from the Non-Violent Peaceforce and GIZ.
Among the capacitated communities with support from CAFOD that became a learning area for a community-managed and Barangay LGU-led DRR is in Mapulog, Naawan, Misamis Oriental where a 3D-map that is being used by ECOWEB as a tool in hazard mapping and DRR land use planning is displayed in its Barangay Hall. Mapulog, was among the few communities in region 10 that demonstrated preparedness during Typhoon Sendong (Washi) that devastated much Iligan City and Cagayan de Oro City communities on December 17, 2011. EcoWEB also provided support to the Municipal LGU of Naawan in the mainstreaming of DRR in its comprehensive land use plan. In cooperation with the OCD-10, RDRRMC-10 and other partners, EcoWEB in cooperation with Naawan municipal LGU and Barangay Mapulog LGU also conducted the first-ever flood hazard community drill in the region in 2010.
Being an advocate for building resilient communities, EcoWEB with the Safer Homes Coalition members and partners also initiated a campaign for building resilient shelter for Typhoon Sendong affected families and communities. This initiative is currently being realized in Dulag, Leyte where ECOWEB in partnership with Ekotektonika and Mennonite Central Committee support is currently constructing 40 Bala’i shelter units. Also, ECOWEB is currently developing partnership with the Department of Agriculture in Region 8 for developing resilient livelihoods for agriculture and fisheries communities devastated affected by Typhoon Yolanda. The learning experience of ECOWEB in the capacity building of LGUs and coastal communities in the municipalities of Katipunan, Roxas and Manukan, Zamboanga del Norte thru the contract awarded by FAO-RFLP also served as basis in developing the DRR program of EcoWEB in the Visayas.
With support from CAFOD, MPI, and PAFID, ECOWEB is advocating the mainstreaming of DRR in Mandulog Riverbasin Management where the Indigenous Community Conservation Area (ICCA) within its Ancestral Domain of the Bayug-Iligan Tribal Council is located. And being a member of the Protected Area Management Board (PAMB) of the Mt. Inayawan Range Natural Park headed by the DENR Region-10, ECOWEB is also advocating for the mainstreaming of DRR in the General Management Plan of the protected area which is located in the interior town of Nunungan, Lanao del Norte.
Currently, ECOWEB is a member of the RDRRMC 10 as well as in the Provincial DRRMC of Lanao del Norte. The Lanao del Norte PDRRMC was also awarded as the Best PDRRMC in the region. The award was received by Gov. Khalid Dimaporo who in his response said that he considered Gawad Kalasag as an assessment tool on the readiness and preparedness of LGUs in times of calamities and its effectiveness in preventing and mitigating disaster risks. Gov. Khalid Dimaporo also mentioned about the experience of the province od “bapstism by fire” as he assumed office in 2007 and then being “under fire” by the the Moro Islamic Liberation Front (MILF) in 2008. He emphasized the importance of partnership for “we can’t survive on our own”, said Gov. Dimaporo.
Dir. Ana Caneda in her opening statement said about the importance of an effective DRR implementation to save lives! She also updated about the review of the DRRM Act that the agency is currently undergoing as well as about the Batingaw mobile application that will be harnessing the mobile technology powered by Smart for promoting DRR.
Other Kalasag awardees included Barangay 18 Daycare, Gingoog City for Best Early Learning Center; Sacred Heart of Jesus Montessori, Gusa, CDO for Best Urban Private School; Gusa National High School, CDO, for Best Urban Public School; Bureau of Fire Protection 10 for Best Heroic Act (Group); Camiguin General Hospital for Best Provincial Hospital; MHARS Regional Teaching & Trng Hospital for Best National Hospital; Quezon, Bukidnon for Best MDRRMC for 1st-3rd Class Municipalities; Ozamis City for Best CDRRMC for Component Cities; Cagayan de Oro City for Best CDRRMC for Highly Urbanized Cities.
